When you delete a file and empty your recycle bin, the file usually has the ability to be recovered.
If you want to permanently delete a file you'll need to delete the Volume Snapshot Service (VSS) copies then use a file wiping tool.
You might know VSS as System Restore. System Restore is what allows you to restore your computer files from previous days. By deleting the VSS copies you're deleting your System Restore points.

To recover a file, you can make use of VSS tools like ShadowExplorer.
If you cannot recover a file from VSS, you can use recovery tools like TestDisk and PhotoRec.

To permanently delete a file, you need to delete all VSS copies.

  1. Wipe the files using the wiping tool
  2. Run the command prompt as an administrator
  3. Issue the following command: vssadmin delete shadows /for=c: /all
  4. Run the command systempropertiesprotection
  5. Press the CREATE button
  6. Give the restore point a name and press CREATE
